To "balance" the panel, a laminate is required to be bonded to both sides.

This adds 1.4mm thickness to the core.

If both sides are being seen, then a decorative laminate can be applied both sides.

If the reverse is unseen, a cheaper "balancer" will be applied, which is usually a second quality to be cost effective.
